Tourism represents only 5% in the Brazilian economy. This is certainly an anomaly if we think about the resources that Brazil can offer.
Up to now the central government has concentrated on the domestic economical development targeted to an economic growth based on the stability of productive activities. Recently, after having checked the stability of the actions set up, the federal government begins to think also to tourism, meant as the prospective admission of foreign capital for domestic investments.
In fact at the moment the bulk of the investments about tourism has been carried out by foreign enterprises, mainly American but also European, many of which Italian. The result is a big speculation that has brought big advantages to the Brazilian economy because the purchasing of goods and services is at local rates (low cost) while the selling on the final market is at market values.
In the recent years many local contractors, stimulated by the middle class,  has started to invest in tourism, essentially domestic tourism, not international, and have realised the potential that they can offer to the entire world.

Besides big investors, usually tour operators or finance companies (that then sells in Europe or in the USA at European or American prices), there is now the possibility to carry out investments or speculations also for small and private investors. Of course locally.
